Returns: IReadOnlyList<HtmlCssToken>

Returns immutable tokens, preserving comments, declaration order and original source spans. Escapes, nulls, unpaired surrogates and newlines are normalized in decoded values only. A canceled or budget-exhausted operation publishes no partial token list.
